About the job
Office for Youth and Career Counselling
Head of HR 80 - 100%
Well prepared for life – that is our motto. As part of the Education Directorate of the Canton of Zurich, the Office for Youth and Career Counselling with its approximately 1,300 employees is responsible for services in the area of child and youth welfare as well as career counselling. Children, young people and families are at the centre of our work. We dedicate ourselves to them daily with great passion and commitment.
For the newly centrally organised HR in the office starting next year, we are looking for a new head from 1 March 2027 or by arrangement.
Your area of responsibility
The HR department at AJB is in an exciting phase of development. In connection with the reorganisation of the office, the HR of all locations in the Canton of Zurich with around 15 employees will be centralised in Zurich. As head, you will shape and be responsible for the strategic, professional and organisational direction of HR across the entire AJB and, in this role, be a member of the office's management team. You will ensure effective, uniform and quality-assured service delivery across all HR functions. You will actively promote and shape personnel and organisational development and create important prerequisites for a modern leadership and learning culture. The role is embedded in a cantonal HR organisation and has interfaces with the Secretariat General of the Education Directorate as the employing authority as well as the cantonal personnel office. In the reorganisation of the office, you will take on a key role and advise the management and the responsible department heads.
Your profile
For this role, you bring a university degree with a qualified further education in HR management or an equivalent qualification and have several years of experience in a comparable position. You have a good understanding of processes in public administration, think both strategically and pragmatically, and are characterised by strong advisory skills and negotiation ability. Your working style is careful, cooperative and service-oriented. You have solid presentation skills and clear, audience-appropriate communication and work independently and responsibly. You are accustomed to actively and carefully shaping and accompanying change processes. You enjoy working with various stakeholders and easily build networks with people.
Our offer
You can expect a varied and responsible role with a high degree of independence and scope for design, as well as a newly formed, collegial and committed team. We offer you an interdisciplinary working environment, flexible working hours and a centrally located workplace in close proximity to Zurich main station.
Your next step
Have we aroused your interest? Then we look forward to receiving your complete online application by 15 October 2026 at the latest. Applications from recruitment agencies will not be considered for this vacancy. Interviews are scheduled for 21 and 22 October 2026.
