About the job
The Directorate of Territorial Information (DIT) is at the heart of the digital and territorial transformation of the State of Geneva. It leads the cantonal geoinformation strategy, coordinates public actors around territorial data, and provides essential digital services for the knowledge, management, and planning of the Geneva territory.
Within the DIT, the Digital Territory Service (DTS) serves as the operational competence centre for services and engineering related to geoinformation and BIM, considered as a coherent whole. It ensures their delivery, continuity, quality, and controlled evolution, serving public administrations, municipalities, institutional partners, professional sectors, and the public.
To complete its management team, the DIT is seeking its future
Head of the Digital Territory Service (DTS)
Your mission
Reporting to the director of the Directorate of Territorial Information, you will ensure the managerial and operational leadership of the Digital Territory Service (DTS). You guarantee the service’s capacity to fulfil its missions by ensuring alignment between the received orientations, the roadmap, available resources, and operational realities.
Based on the orientations of the cantonal geoinformation strategy, priorities decided by management, and the requirements of the LGéo-GE and RGéo, you organise their implementation within the service’s scope. Your field of action notably covers governance and quality of territorial digital data and models, SITG services, geoservices and cartographic applications, support to business offices, 3D/4D, geodata science, and the controlled use of artificial intelligence.
You work in collaboration with the strategic programmes unit, other DIT services, the IT department of the State of Geneva, business offices, municipalities, cantonal and inter-cantonal geoinformation bodies, as well as academic and private actors.
Your responsibilities
Lead, organise and develop the DTS, allocate its human, financial and technical resources, manage external providers, and develop a service culture and continuous improvement based on performance indicators.
Maintain an organisation by functional and product blocks, delegate responsibility to referents and deputies, support the service’s transformation, and develop skills, cooperation, and team accountability.
Manage the operational portfolio of services, requests and developments: collect and qualify needs, translate priorities decided by management into capacity plans, schedule their execution prioritising service continuity, then mandated developments and arbitrated exploratory activities, monitor results and escalate risks and arbitration needs.
Ensure business project ownership and coordination with the State of Geneva IT for the operation, maintenance, availability, and evolution of solutions related to geoinformation and BIM.
Implement, within the DTS scope, the rules and processes defined for governance, quality, qualification, documentation, and interoperability of data and services, in coordination with the DIT strategic programmes unit and business producers.
Organise and guarantee the delivery of innovation projects entrusted to the DTS, respecting DIT orientations and arbitrations, with explicit objectives, resources, and exit criteria, and prepare their possible scaling.
Participate in geoinformation governance bodies and represent the DTS or DIT, by delegation, in internal, cantonal, inter-cantonal or federal working groups.
Your specific skills
Proven leadership and ability to lead a multidisciplinary service composed of managers, domain leaders, experts and technical specialists, practising clear and empowering delegation.
Excellent mastery of geoinformation and BIM issues, geographic information systems, data governance and geographic digital services.
Ability to translate strategic orientations into operational priorities, capacity plans and measurable results, with constant attention to resources, risks, deadlines, quality and service continuity.
Experience in business project ownership, product or service responsibility and management of complex digital services, in coordination with IT partners and suppliers.
Ability to structure and manage an operational portfolio, plan capacities, arbitrate execution within decided priorities and manage performance using indicators.
Ability to articulate business needs, technical constraints, regulatory requirements and user expectations, in a pragmatic and sustainable solutions logic.
Ease in a complex institutional environment, negotiation skills and ability to unite partners with sometimes divergent interests.
Excellent analytical and synthesis skills, clear communication, rigour, public service sense and ability to lead change.
Your profile
Essential requirements
University education at Master’s level or equivalent training in a relevant field: geomatics, geoinformatics, engineering, data sciences, information systems, digital construction/BIM or related field.
Proven experience in geoinformation and BIM, territorial data, geographic digital services or geographic information systems.
Proven experience leading a multidisciplinary team including managers, domain leaders or experts, with demonstrated practice of delegation, empowerment and skills development.
Experience managing digital services, complex projects and suppliers, ideally in an environment combining business and IT.
Ability to operate in a technical, institutional and political environment, balancing understanding of issues, operational pragmatism, prioritisation and quality of service delivered.
Additional assets
Good knowledge of public institutional environments and inter-service governance; experience within an administration.
Experience in one or more of the following areas: governance and quality of digital data and models, 3D/4D, geodata science or artificial intelligence.
Good command of German and English, enabling communication with national and international partners and use of specialised documentation.
Taking responsibility for the Digital Territory Service means:
directly contributing to the modernisation of public services related to the territory;
managing digital services used by many public, professional and citizen actors;
participating in building the data and service foundation necessary for territorial, environmental, energy and land policies;
supporting a team engaged in an important phase of transformation and professionalisation;
working on future challenges such as geoinformation and BIM, digital twins and 3D/4D, artificial intelligence, interoperability and valorisation of public data.
DIT offers you a high-impact management role, serving the quality of public services, sustainability and the digital transformation of the Geneva territory.
