Job Description
Reporting directly to the Secretary General of the University, the Deputy Secretary General (DSG) contributes to the management and coordination of institutional affairs, at the heart of the University’s governance and in direct interface with the Rectorate.
As the true right hand of the Secretary General, you contribute to the management of the General Secretariat’s activities and intervene in four main areas of responsibility:
Strategic and operational support to the Secretary General — 40%
- Point of contact and interface of the General Secretariat: coordination and transmission of information between the Secretary General and their interlocutors;
- Preparation of complex files (data collection and analysis, summary notes, briefing elements) for decision-making;
- Conducting research, analyses, strategic memos, technical notes and presentations for the governing bodies;
- Representation of the Secretary General in certain bodies, meetings or working groups, with the capacity to take positions within the delegated authority;
- Ensuring the smooth flow of information between the General Secretariat’s departments.
Support for the management of cross-cutting institutional issues — 30%
- Ensuring the coordination of cross-cutting files involving several institutional functions attached to the General Secretariat;
- Contributing to the preparation and reliability of files submitted to various governance bodies;
- Facilitating the flow of information and monitoring decisions in areas requiring a coordinated and interdisciplinary approach;
- Supporting the Secretary General in monitoring sensitive or complex institutional topics.
Management of cross-cutting files, by delegation — 30%
- Identifying stakeholders, defining the scope and coordinating contributions from different entities;
- Structuring analyses, summaries and recommendations necessary for decision-making;
- Managing exceptional situations requiring rapid coordination between several departments;
- Monitoring the implementation of decisions by the Rectorate and the Executive Committee (Codir)
Continuity and substitution
- Ensures the operational continuity of the General Secretariat in the absence of the Secretary General, thanks to a transversal vision of ongoing files.
Nature of the files handled
The post holder is required to coordinate, by delegation from the Secretary General, high-stakes institutional files involving several departments or bodies of the University.
These files may concern organisational, governance, process improvement, change management or decision support issues.
Required Title and Skills
Basic education and professional experience required
- University degree at Master’s level (or equivalent); postgraduate training in risk management and/or project management is an asset but not mandatory;
- Confirmed professional experience of 5 to 8 years, preferably acquired within a public institution;
- Good understanding of governance issues, particularly in risk management and compliance;
- In-depth knowledge of the Swiss and international academic environment;
- Good understanding of Geneva and national political environments, developed political sensitivity;
- Excellent organisational skills and proven negotiation ability;
- High work capacity and stress resistance, in a demanding, high-visibility environment requiring real flexibility in working hours.
