HR Manager (60 - 100 %)

Educate - Motivate - Care. With its range of topics, the Department of School and Sport is at the heart of life in the city of Winterthur and in tune with the social pulse of the times. 

The Personnel Service looks after around 4,000 administrative employees as well as municipal and cantonal teachers and is responsible for strategic and operational HR work.

As part of a succession arrangement and to complement our team, we are looking for a flexible, experienced and open HR professional with enthusiasm for the school and administrative environment and a great passion for HR topics, starting 1 November 2026 or by arrangement. The position is limited until the end of December 2027, with the option of extension.

HR Manager (60 - 100 %)

Your Tasks

• Advice and support throughout the entire HR life cycle for your area of responsibility (in primary and secondary schools as well as in the administrative environment)
• Contact person and sparring partner for managers and employees on a variety of HR topics, such as recruitment, HR consulting, personnel planning
• Accompanying and supporting change processes, personnel, team and organisational development
• Co-designing and further developing effective, future-oriented HR solutions
• Collaboration within the HR team as well as with internal and external specialist departments 

Your Profile

• Federal HR specialist certificate or degree with a focus on HR, further training in personnel management is an advantage
• Several years of professional experience in a comparable HR role (HR Business Partner, HR department head), ideally in larger organisations 
• Interest in conceptual work and developing solutions as well as confident German language skills, both spoken and written
• Enjoyment in dealing with people, appreciative attitude and focus on positive, respectful collaboration
• Team player with a good sense of humour as well as pragmatic and networked thinking
