Your tasks – strategic, formative and impactful

• Overall responsibility for the secure, reliable and future-oriented provision of ICT services for the Canton of Basel-Landschaft as well as their strategic further development
• Management of Central IT with its four business units and their leadership as well as shaping a high-performance, binding and development-oriented leadership culture
• Forward-looking further development of the ICT service portfolio and the organisation taking into account technological developments, strategic goals, financial framework conditions and future needs of the administration
• Steering complex governance, political and legal matters as well as preparing decision-making bases for the executive management
• Active co-design of the cantonal digitalisation agenda and representation of the interests of Central IT in strategic steering committees
• Representation of the Canton of Basel-Landschaft in cantonal, inter-cantonal and national IT and digitalisation committees as well as maintaining important strategic partnerships
• Personal communication and positioning of Central IT towards employees, managers, administration, politics and other stakeholders – from discussions and presentations to moderations and management events
• Assuming the necessary administrative, financial and personnel-related leadership responsibilities as well as project committee activities

Your profile – experienced, integrative and shaping

• Completed master’s degree in business informatics, business administration, computer science or engineering at a university of applied sciences or university/ETH as well as complementary further training
• Several years of experience in ICT service operation, ICT platform development or ICT project and architecture development – ideally at the interface between service recipients, management and technical experts
• Several years of experience in a highly regulated industry or in public administration; familiar with political decision-making processes, regulatory frameworks and the specific requirements for ICT in administration
• Leadership experience at middle or senior management level, especially in leading managers
• Strong strategic thinking and the ability to connect, prioritise and communicate complex technological, organisational and political issues clearly
• Inspiring and transformational leadership personality with high communication and mediation skills as well as pronounced skill in consensus building
• Confident in dealing with conflicts, crises and differing interests; high resilience as well as the ability to act consistently, with integrity and goal-oriented even under demanding conditions
• Empathetic, team-oriented and convincing personality with a strong understanding of different stakeholders and joy in actively shaping change

Central IT

Central IT is the competence and service centre of the cantonal administration for all IT matters. It supports the State Chancellery, the directorates and the courts in the economical, efficient and effective fulfilment of their tasks through targeted digitalisation and automation. The range of services includes the implementation of cross-directorate digitalisation projects, ensuring basic IT services, operating and further developing business applications as well as managing information security.
