Who are we?
The Office for Personnel and Organisation (POA), a central service of the State of Fribourg, is responsible for personnel administration and management as well as organisational management of the canton. It is guided by legal provisions as well as the political and strategic directives of the State Council. Furthermore, it ensures the operational payment of salaries for all state personnel.
The main tasks of the "Personnel and Organisational Development" section are organisational and professional development, including vocational training and continuing education, management of business analysis, and support of the budget process (position management).

Would you like to contribute to the competence development of the personnel of the State of Fribourg? Strengthen our team and play a key role in implementing measures and projects in the field of continuing education. You will be at the centre of competence development by designing continuing education offers and implementing practical measures. You will also help to strengthen the support of employees and managers in their professional practice by promoting learning processes and supporting competence transfer.
Your tasks
- Assessing needs in the area of competence development
- Advising and supporting various stakeholders
- Leading projects for the design and implementation of training and continuing education programmes as well as accompanying measures
- Coordinating management mandates (outsourcing of training programmes)
- Managing the training programme for managers and senior executives
- Supporting and accompanying the digitalisation of the continuing education offer
- Ensuring the application of legal foundations in the HR area, especially in continuing education
- Monitoring the continuing education budget as well as quality assurance and evaluation of competence development measures
Desired profile
- Bachelor's/Master's degree (UNI / FH) or equivalent qualification
- Several years of experience in continuing education or competence development
- Additional training in personnel development (advantageous)
- Experience in project management
- Knowledge of public procurement (advantageous)
- Excellent written and oral editorial and communication skills
- Result orientation and ability to develop solutions tailored to public administration
- Very good knowledge of digital tools
- Fluency in French or German with excellent knowledge of the other official language
