"Within the ECAB, you lead public policy on rescue operations and actively contribute to the development of the safety vision for the canton of Fribourg. As a member of the Management Board, you oversee ECAB's services and, in particular, the evolution of the rescue organisation, in close collaboration with public authorities, sector organisations, and firefighters. At the interface between strategic, operational, and institutional issues, you represent ECAB to its partners, carry the institution's directions, and contribute to their implementation. As a proactive force, you analyse complex situations, identify pragmatic and innovative solutions. You build consensus and make decisions respecting the legal and institutional framework thanks to strong interpersonal skills."
Your main tasks
- Manage the Intervention Department, define its directions, priorities, and objectives, and ensure efficient resource management as well as the quality of services.
- Define, lead, and implement ECAB's public policy on rescue, risk management by firefighters, and translate it into strategies, concepts, directives, and regulations.
- Ensure compliance with and development of the legal, regulatory, and normative framework of your field of activity and prepare strategic files submitted to the Management Board or the Board of Directors.
- Represent ECAB to authorities and partners and advise authorities in major or complex situations.
- Participate in the management group and contribute to its strategic development and the success of ECAB's missions.
Your profile
- You hold a higher university degree or equivalent (Master's level) in law, public management, economics, or a field relevant to the role.
- You are comfortable in relations with authorities, institutional partners, and decision-making bodies and ideally know the institutional organisation of Fribourg.
- You understand the issues related to rescue, intervention, population protection, crisis management, or integrated risk management.
- You have developed solid experience in leading teams and managing complex strategic and organisational projects.
- You have excellent command of French or German, both spoken and written, and good knowledge of the other language.
- You identify with the technical and social skills listed in the full job profile, notably in strategic vision, budget management, leadership, interpersonal skills, decision-making, innovation capacity, and flexibility.
