The State Chancellery is the staff unit of the Government Council and supports it in fulfilling its government and leadership duties. It ensures the coordination of government affairs, provides central services for the cantonal administration, and guarantees the connection to the Cantonal Council. For the Staff State Clerk, we are looking for a Head of Staff State Clerk, 80-90% at the Solothurn location from 01.02.2027 or by agreement.
Your responsibilities
- You support and advise the State Clerk on strategic, conceptual, legal, and coordinative issues and prepare analyses, decision-making bases, background information, and briefings.
- You independently handle selected matters and dossiers of the State Clerk, prepare meetings and discussions in terms of content, draft sophisticated correspondence and statements, and ensure the follow-up of important assignments.
- As head of the staff, you lead the Head of the Chancellery Secretariat as well as the person responsible for External Relations and Political Monitoring, coordinate collaboration within the Staff State Clerk, and contribute to resource planning and monitoring of the State Chancellery.
- You initiate, lead, and accompany organisational, process, and cross-sectional projects and further develop structures, processes, and central governance instruments of the State Chancellery; these include in particular the Internal Control System (ICS) and records management.
- The coordination of cross-departmental and cross-divisional assignments and projects as well as the minute-taking or secretariat duties of selected permanent and ad-hoc committees complement your area of responsibility.
Your profile
- For this role, you preferably hold a university degree in law. A university or university of applied sciences degree in Public Management, Political or Administrative Sciences, or a comparable field may also qualify you for this position.
- Several years of professional experience, preferably in a demanding staff, project, or leadership role in public administration, as well as leadership experience or proven leadership competence, form an important foundation for this task. You are well acquainted with political and administrative processes in the public sector.
- You possess strong analytical, conceptual, and editorial skills, quickly grasp complex contexts, and prepare decision-making bases concisely and appropriately for the target audience.
- Experience in project, process, and organisational management as well as a good understanding of governance issues and digital business and records management complete your professional profile; knowledge of ICS and records management is an advantage.
- An independent and responsible working style, high discretion, loyalty and integrity, as well as pronounced communication, team, and coordination skills characterise you; good French and English skills are an advantage.
