The State Chancellery is the staff office of the Government Council and supports it in fulfilling its government and leadership duties. It ensures the coordination of government affairs and provides a variety of services for the Government Council, Cantonal Council, and cantonal administration. The Legislation and Justice Department performs a central cross-sectional function for the quality and coherence of cantonal legislation and legal application. For the management of this department, we are seeking a Head of Legislation and Justice, 80-100% at the Solothurn location from 01.02.2027 or by agreement.

Your responsibilities

• As head of the department, you lead it in terms of personnel, expertise, and organisation, ensuring effective task fulfilment.
• In the legal areas assigned to the department, you are responsible for and handle legislative matters. For other legislative projects of the departments, you take on legislative quality assurance and coordination, review the projects, and advise the departments on legislative issues.
• For fundamental and cross-departmental legal questions, you take on coordination; you also advise the Government Council, the State Secretary, and the departments.
• Challenging matters and procedures in the areas of justice, state liability, complaints, and pardons are also part of your responsibilities, as is representing the canton before courts and authorities.
• Your responsibilities also include the legal profession and notary services, legal traineeships, basic legal education, and procurement law, as well as representing the canton in specialist committees.

Your profile

• A completed university degree in law and a lawyer’s licence from a Swiss canton are prerequisites for this role.
• You bring several years of legal professional experience, preferably in public administration. In addition, you have experience in the justice sector as well as in-depth knowledge and practical experience in legislation and legislative drafting.
• You have leadership experience or proven leadership competence, as well as strong legal judgement and high decision-making ability.
• You are characterised by analytical and conceptual strength, excellent editorial skills, and pronounced communication and advisory competence.
• An independent and solution-oriented working style, high integrity, and very good German language skills complete your profile; knowledge of French and English is an advantage.
