Autonomous public law institutions, the Cantonal Compensation Funds for Family Allowances and Maternity Insurance play a central role in Geneva's social insurance system. Placed under the supervision of the Department of Social Cohesion (DCS), they help ensure the balance and solidarity of these schemes by centralising their financial flows, building and managing their reserves, and managing their assets. In this capacity, they particularly oversee the financing of benefits and the investment of assets with a view to security, sustainability, and return.
At the heart of a complex institutional ecosystem, the Funds maintain close relationships with nearly a hundred compensation offices, social partners, and cantonal and federal authorities.

Reporting to their Boards of Directors, you assume overall responsibility for the two Funds and contribute to their strategic directions. You represent them with their various partners and enjoy broad autonomy in the exercise of your role.
Your main responsibilities
In a constantly changing environment, you anticipate economic, social, regulatory, and financial developments, assess their impact, and prepare proposals that ensure the long-term balance of the schemes, notably the setting of contribution rates.
This comprehensive vision is based on rigorous financial management: you submit the reserve investment strategy to the Boards of Directors and ensure its implementation, either directly or with external partners depending on your profile. You closely monitor it, focusing on reporting, performance, and risk level.
You also oversee the financial and administrative management of the Funds, including risk management and the internal control system, budgetary and accounting monitoring, as well as compliance with the legislative provisions of the executive bodies.
As an interlocutor for the Boards of Directors, authorities, compensation offices, and financial actors, you represent the Funds and manage complex files while respecting institutional balances. In particular, you actively contribute, under the leadership of the DCS, to the implementation of the expected evolutions and new schemes in the coming years (childcare allowance and parental insurance).
To successfully carry out these missions, you can rely on a team of three experienced and autonomous people, whom you lead by maintaining a culture of trust and accountability while supporting them through upcoming changes.
Your profile
- Advanced degree at Master’s level in economics, law, management, or public administration, ideally complemented by training in finance or social insurance.
- At least 8 years of experience in a senior role, with excellent knowledge of Swiss social insurance and a good understanding of public administration and its institutional environment.
- Strong financial skills enabling you to manage or supervise asset management; experience in wealth management is an asset.
- Good knowledge of Geneva’s economic fabric.
- Ability to anticipate, decide, and act autonomously in complex environments, with an entrepreneurial and pragmatic approach.
- Human and empowering leadership, combined with discernment, conviction, integrity, and a strong sense of the public interest.
- Excellent writing skills in French. German is an asset.
