Deputy Director General in charge of the Protection Division

The Directorate General for Childhood and Youth (DGEJ) implements the cantonal policy for childhood and youth, structured around three missions: prevention, protection and participation. It guarantees children and young people in the canton support tailored to their needs, especially when their development or safety is at risk.

As Deputy Director General in charge of the Protection Division, you combine recognised expertise in child protection with a strong ability to manage a complex administrative structure, and oversee the five regional offices for the protection of minors (ORPM), the Evaluation and Special Missions Unit (UEMS) and the placement support platform, ensuring harmonised and quality practices throughout the canton.
 

• Assist the Director General in the strategic management of the DGEJ, deputise according to the delegation charter and represent the service with institutional, judicial and intercantonal partners;

• Actively contribute to defining a vision and strategic directions centred on the three missions of the DGEJ - protection, prevention and participation;

• Lead the Protection Division - the five regional offices for the protection of minors (ORPM), the UEMS and placement support - by providing office or unit managers with objectives, resources and support necessary for steady progress;

• Ensure consistent and harmonised protection practices across the canton, from reporting to the end of intervention, including in the most sensitive or urgent situations;

• Sit on the Management Board and chair the Operations Council, ensuring each case is handled rigorously until implementation, and that the two bodies remain well coordinated;

• Provide second-line trusted support to the ORPM on-call managers, 24 hours a day, 365 days a year, and manage specific projects or mandates assigned by the Directorate General.

• University Master’s degree or diploma from a university of applied sciences (HES), complemented by advanced training in management and organisation of public institutions;

• At least 10 years’ proven experience in managing a significant administrative structure and complex projects;

• At least 5 years’ experience in the field of child protection;

• In-depth knowledge of Swiss and cantonal institutions;

• Broad vision and sense of perspective, excellent analytical and synthesis skills, strong writing abilities, decisiveness and determination;

• Strong leadership, sense of delegation and control, aptitude for conflict management, listening and communication;

• Sense of responsibility and public service ethics, adaptability and flexibility.
