The position is attached to the Real Estate Directorate (DI). This directorate's mission is to define a strategy for the real estate portfolio, to develop coherence in the monitoring of major projects according to the 2022-2040 hospital master plan in close partnership with the main State services linked to the Department of Territory, the Department of Infrastructure, and the Department of Health, to optimise the monitoring of surfaces and future planning, while ensuring the smooth operation of services. More than 230 professionals carry out their duties daily with constant demands for excellence, a sense of service, and environmental responsibility.
Job Description
Reporting to the administrative and financial manager of the DI, you ensure the management control of the institution's real estate projects. You participate in the development of the real estate investment plan (PII) and contribute to its financial consolidation as well as its updating. You contribute, in connection with the administrative and financial manager, to the financial monitoring of the real estate portfolio and ensure the monitoring of the renewal envelope and financing under specific laws, ensuring coherence between planning, commitments, and expenditures.
You monitor the expenses of real estate projects, prepare associated financial projections, and alert on discrepancies and risks of overruns. You also ensure the management control of projects: preparation and updating of the financial monitoring framework for projects, implementation and monitoring of indicators and dashboards, variance analysis, production of decision support elements for project managers and the management.
You prepare the financial analyses necessary for arbitrations: comparison of scenarios or variants, reallocation needs between projects, impacts on multi-year planning, and participate in monthly and annual closing operations: justification of balances and contribution to closing work in connection with the Finance Directorate.
You respond to regular or occasional information needs of the management and partners and provide cover for the operational management controller. You may be required to carry out economic and financial analyses related to real estate activity, contribute to multidisciplinary working groups, and lead projects related to your role.
Qualifications
You hold a university or HES Master’s degree in economics, finance, or management, or a Bachelor’s level complemented by a certified training in finance, accounting, or management control (federal certificate, federal diploma, CAS/DAS), or an equivalent qualification.
You have at least 3 years of proven experience in management control or financial management, ideally in real estate, construction, or financial monitoring of investment projects.
You possess solid knowledge of budgetary processes, management control, accounting, reporting and dashboards, as well as project management.
You are familiar with the functioning of Geneva public authorities and their financing mechanisms; knowledge of the hospital context and the Swiss health system is an asset.
You are comfortable with the usual IT tools of the function: MS Office with advanced use of Excel required, data analysis and business intelligence tools (Business Objects, IBM Planning Analytics). Knowledge of the CEGID ERP is an asset.
With strong analytical and synthesis skills, you easily identify financial issues, know how to highlight key points and explain significant variances to various interlocutors (project managers, management, institutional partners).
Organised, rigorous and methodical, results-oriented and proactive, you work autonomously as well as in a team. You know how to manage priorities and demonstrate initiative, curiosity, and adaptability.
Flexible and possessing good interpersonal skills and a strong team spirit, you develop constructive relationships with your interlocutors and respect confidentiality.
