Microsoft 365 is the digital backbone of collaboration in the cantonal administration and in the schools of the Canton of Lucerne. We are rebuilding the operation of this corporate platform as an independent organisation. As Product Manager M365, you are responsible for what is created on this platform, in which order, and with what benefit for the departments and schools.
Your tasks
- You manage the roadmap of the M365 platform and prioritise according to value and risk. Management sees what is coming when and can steer accordingly.
- You expand access for the departments: one address for concerns, a visible backlog, clear responsibility for every decision. No request gets lost, none bypasses decision-making bodies.
- You bring new services or apps quickly and demonstrably to approval, together with Security, Data Protection, and the responsible specialists. Data protection is a quality feature for you, not a brake.
- You make transparent what the platform and individual services cost and allocate them causally to administration and schools. You support management in financial planning and budgeting.
- You plan rollouts with communication and enablement and demonstrate the benefit with key figures.
- You help build the M365 operating model, transfer tasks from the external partner to the internal organisation, and work closely in the scaled agile setup (SAFe) with the Product Owner, DevOps Engineers, Architecture, and Business Owners.
Your profile
- Completed studies or equivalent experience in computer science, business informatics, or business administration with a strong IT focus (HF, FH or university).
- Several years of experience as Product Manager, Product Owner, or Service Owner for a platform with many internal customers. You have successfully enforced a roadmap against competing interests before.
- Substance on the platform: you assess yourself what a request means technically. Teams, meeting and app policies, permission and sharing model in SharePoint Online and OneDrive, guest access and its lifecycle in Entra ID, Sensitivity Labels and Purview, prerequisites for Copilot, security baselines like CIS Benchmark and Secure Score.
- You notice when a manufacturer’s or partner’s statement is incorrect and can argue your position technically.
- Understanding of modern operating models: DevOps, automation, configuration as code, and auditability in the M365 context.
- Experience in the scaled agile environment (SAFe) with roadmap, prioritisation, PI planning, and collaboration with Business Owners.
- Experience in public administration or a regulated environment is an advantage.
- You act without authority: you bring different interests to sustainable decisions and remain reliable.
