As a central staff unit of the Department of Finance, the General Secretariat plays a key role in the planning, coordination, and management of tasks in the areas of finance, taxes, personnel, and IT. The HR Management team supports around 370 employees of the Department of Finance – professionally, personally, and proactively.
We are looking for you from 1 September 2026 or by arrangement as
Head of HR Management (m/f/d)
Workload: 80-100%
Workplace: St. Gallen
What to expect
- You take overall responsibility for HR management in the Department of Finance and lead two HR Business Partners
- You support the head of the department, the General Secretary, and the office management in strategic HR matters
- You manage HR management and continuously optimise HR structures, processes, and roles in the department based on overarching objectives and principles
- You advise and accompany managers throughout the entire HR lifecycle
- You are responsible for central HR topics in the Department of Finance such as personnel development, recruitment, and payroll processes
- You actively contribute to the further development of cantonal personnel policy in cooperation with other departments and the central personnel office
- You represent the department in HR committees and participate in cross-departmental projects
What distinguishes you
- You have a higher education in HR, business administration, or a comparable qualification
- You bring several years of experience in a comparable role including leadership experience
- You have sound knowledge in the development of employees and managers
- You are an initiative-taking, committed personality with a high degree of personal responsibility and great dedication
- You think strategically, act solution-oriented and pragmatically
- You convince through strong communication skills, conflict resolution competence, and assertiveness
