1. INTRODUCTION
Starting from the problem that more and more children speak poor or no German at all when starting school and are sometimes insufficiently socialised, this concept names corresponding goals and measures. The concept serves as a basis for strengthening work in the area of Early Support in the municipality of Root. Taking into account health, social and linguistic aspects, existing offers will be supplemented, networked and new projects injected if necessary. For the area of early childhood, it should be emphasised that the main responsibility for the upbringing of children will always remain with the parents or other guardians. 2. YESTERDAY: WHAT HAS HAPPENED SO FAR On behalf of the Lucerne Government Council, the Department of Public School Education and the Department of Social Affairs and Society jointly developed the "Early Support Concept Canton Lucerne". The Government Council of the Canton of Lucerne approved the Early Support Concept Canton Lucerne on 2 July 2014. The aforementioned project group has initiated the following in the area of Early Support since summer 2014 in a total of 9 meetings:
- Rough concept Early Support (Appendix 1)
- Expansion of DaZ lessons in playgroups (Appendix 2)
- Status assessment child-friendly municipality unicef (Appendix 3)
- Injection of project MUNTERwegs (Appendix 4)

The partial revision of the Public School Education Act launched in spring 2015 has now been completed. It states that parents can be obliged to send their child to an offer for linguistic early support before starting kindergarten if the child does not have sufficient German skills. Municipalities must establish corresponding offers by summer 2018. 4. TOMORROW: GOALS OF THE MUNICIPALITY OF ROOT Based on the Early Support Concept Canton Lucerne, the rough concept Early Support, the status assessment by unicef and the existing offers in Root, the following goals are to be pursued:
- Parents and those responsible for upbringing have access to offers that strengthen their interaction, relationship and parenting skills.
- Good framework conditions and a needs-based, intergenerational offer in the area of Early Support are available to parents and children.
Children growing up with a foreign language are supported in learning German. - Children in difficult situations are identified and necessary measures are initiated. vV The compatibility of family and work is promoted. - Coordination and networking of the offers is ensured. 5. MEASURES EARLY SUPPORT 2016-2020 The Department of Social Affairs and Health is designated as the contact point for questions of early support and social issues. In this function, it takes over the networking and coordination of the offers.
From 2016 - 2020, the following measures are to be implemented:

Field of action Language promotion - DaZ lessons with more than 4 foreign-language children in a playgroup class will be continued. 3.

- The MUNTERwegs project will be continued.
- The injection of a project for volunteer work in Rontal will be examined.
Field of action Early detection of support needs - The outreach mother and father counselling will be installed on 01.01.2017. 5.
Field of action Compatibility of family and work - Care vouchers will be definitively introduced on 01.01.2018. 6.
Field of action Networking and cooperation
- Takeover of playgroup by the municipality of Root in the 2017/2018 school year
- The Early Support project group takes over the monitoring of the measures. 6. FINANCES
