Team Leader of the Social Assistance Service 80% (m/f/x)
Our Migration & Integration Department of French-speaking Switzerland – a branch of Caritas Switzerland in Fribourg employing around one hundred staff – is responsible for supporting and integrating recognised refugees in the canton of Fribourg. Under a cantonal mandate, we welcome new arrivals in our Matran centre, assist them in finding their own accommodation, grant personal and material aid according to social assistance standards, and support them in their steps towards professional and social integration. Additionally, we manage a community interpreting service active in several French-speaking cantons as well as a listening and advisory service against racism for the inhabitants of the canton of Fribourg.
To strengthen the management of our Social Assistance Service, composed of around twenty social workers and administrative staff divided into three teams, we are looking for a team leader. This person will join the two current team leaders and contribute to the management and development of the Service's activities.
Your tasks
Main tasks related to team management (approximately 50%):
- Lead and support a team of social workers and/or administrative staff
- Ensure compliance with the principle of subsidiarity and the application of the Social Assistance Act
- Coordinate and supervise the tasks of social workers and support them in complex situations
- Organise and facilitate intervisions
- Ensure the follow-up and distribution of case agreements with the Service manager
- Coordinate, allocate and monitor specific agreement tasks with the Service manager
- Collaborate with other Department services and external partners
- Prevent and manage conflicts in collaboration with the Service manager
Main tasks related to case follow-up (approximately 20%):
- Support and advise recognised refugees in their integration process within the framework of the Social Assistance Act of the canton of Fribourg (LASoc)
- Prepare monthly social assistance budgets/statements and approve direct payments
- Support beneficiaries in various administrative procedures and in collaboration with other partner services/institutions
Our requirements
- Training in social work or equivalent qualification
- CAS in team management and/or continuing education in project management
- 2 to 5 years’ experience managing a team (approx. 7-8 people) in a similar context
- Mastery of the legal bases regarding social assistance and CSIAS standards
- Solid knowledge of the partners in the social network of the canton of Fribourg
- Skills in migration and refugee integration
- Comfortable using common IT tools
- Excellent organisational, analytical and prioritisation skills in managing complex situations
- Strong leadership, sense of responsibility, autonomy and ability to unite a team
- Excellent interpersonal skills, empathy and solution orientation
- Fluency in French and good knowledge of German and English
