About the job

A historic municipality located in the district of Morges, Aubonne combines the characteristics of a human-scale town with those of a regional centre. Its particularly diverse territory and heritage, as well as the many ongoing and upcoming projects, place the Technical Services at a new stage of their development today.

Having become a multidisciplinary service bringing together specialised skills, the Technical Services operate notably in the fields of urban planning and land use, building control, buildings, civil engineering, road infrastructure, networks and territorial information systems.

Following the departure of the current holder, the Municipality of Aubonne is advertising the position of

HEAD OF TECHNICAL SERVICES

Your mission: Set the course – Empower – Prioritise

Reporting directly to the Municipal Council and the councillors respectively responsible, you lead all the activities of the Technical Services and ensure the coordination of their different areas of expertise. A true technical chief of staff, you provide an overall vision, set priorities and establish a framework that allows the service specialists to fully exercise their responsibilities. As a partner of the Municipal Council, you ensure the interface between political ambitions and their operational feasibility.

Your responsibilities

• Lead the activities of the Technical Services and ensure coherence between their different areas of expertise.
• Manage a multidisciplinary team of specialists by promoting delegation, autonomy and accountability.
• Define priorities and ensure alignment between the project portfolio, recurring tasks and available resources.
• Supervise a diverse portfolio of projects in the fields of urban planning, land use, buildings, civil engineering, road infrastructure and networks.
• Develop a medium- and long-term vision of the municipal infrastructure and heritage and contribute to investment planning.
• Prepare and manage the service budgets and contribute to the preparation of investment plans and proposals.
• Advise the Municipal Council, present alternatives and their consequences, and make recommendations to enable informed decision-making.
• Develop cross-functional collaborations with other municipal services and ensure smooth information flow.
• Support the evolution of the organisation of the Technical Services in a logic of accountability, cross-functionality and efficiency.

Your profile

• You hold a higher technical education qualification at HES level or equivalent, relevant to the fields of the Technical Services: architecture, urban planning, land use, civil engineering or related discipline. Additional training in management and complex project management ideally complements your background.
• You have proven experience in a complex technical environment and have already managed a multidisciplinary team of autonomous specialists. You are also accustomed to simultaneously managing projects of different sizes and natures and know how to structure, prioritise and arbitrate a significant portfolio.
• Your generalist technical culture allows you to understand diverse issues taking into account the regulatory framework of public authorities, land use, construction and public procurement.
• You know how to take a high-level view without losing sight of the field. Your management is based on accountability and trust, with the ability to decide, arbitrate and refocus when necessary.
• You combine strategic vision and pragmatism, have a keen sense of priorities to advance several projects simultaneously.
• Your organisational and political intelligence enables you to translate technical realities into understandable issues, argue the service’s needs and propose options allowing authorities to arbitrate.
