Implementation of the digital strategy in the penitentiary system of French-speaking Switzerland
The Conference of Cantonal Heads of Penal Enforcement (CCSPC) is looking, from 1 January 2027 or by agreement, for a committed officer in charge of digital strategy.
Digitalisation is transforming the penitentiary system and you will actively participate in this transformation. For the implementation of the joint digital strategy "Penitentiary System 2030", we are looking for a dedicated individual who, thanks to their expertise, communication skills and enthusiasm for networking, will support the 7 French-speaking cantons on this path.
Your future workplace will be at the House of Cantons in Bern.
Your tasks
- You participate in the implementation of the digital strategy in Switzerland and are the primary contact for the French-speaking cantons.
- You support various thematic expert groups on the issue of digitalisation in the penitentiary system.
- You provide support to cantonal authorities on site, for example within the framework of inter-cantonal roadmaps, measures aimed at data harmonisation or the implementation of the electronic penitentiary file.
- You work closely with the CCSPC digital commission and the digital strategy manager, and you operate at the level of the cantonal heads of penitentiary administration.
Your profile
- Specialised higher education (business management / business informatics) or equivalent professional experience; good basic IT knowledge and interest in various digitalisation-related topics
- Project management skills and experience in developing concepts.
- Native language: French; good knowledge of German; proficiency in Italian is an asset.
- You communicate clearly and appropriately with your interlocutor, whether it is an expert committee or a cantonal authority.
- You stand out through a systematic, motivated and autonomous approach to your work.
- A personality capable of working in a team and establishing contacts, service- and results-oriented.
- Availability to travel within Switzerland.
What we offer you
- A meaningful activity: you actively participate in the digitalisation of processes, files and collaboration between cantons in the field of penal enforcement.
- A wide scope for manoeuvre and largely autonomous work: you work one day a week at the House of Cantons in Bern; on other days, you organise your work according to your tasks, including at other sites in the 26 cantons.
- Our team: The CCSPC secretariat consists of three people, closely linked to the cantons and service-oriented.
- A position within the penal enforcement and reintegration service of the canton of Zurich, offering attractive working conditions (salary class 18).
- A flexible workload starting from 60%.
- The position is initially limited to four years.
The CCSPC: The CCSPC is the specialised conference of the Conference of Cantonal Directors of Justice and Police (CCDJP) responsible for penitentiary matters. It promotes reflection on inter-cantonal developments as well as collaboration between cantonal bodies, the Confederation, the CSCSP and the penal enforcement concordats.
