The Personnel Office of the Canton of Zurich is responsible for all personnel, labour, and social insurance law matters concerning the over 30,000 employees of the Canton of Zurich. The Human Resources Management (HRM) department encompasses a wide range of tasks and is part of the Personnel Office. HR consulting, vocational basic education, employer branding, and case management are at the heart of the work.
The Vocational Basic Education team is passionately committed to the recruitment, deployment planning, and HR support of around 200 IT and commercial apprentices within the cantonal administration. From January 2027, we are seeking energetic support for our seven-member team.

Every year, around 35 commercial apprentices begin their training with the Canton of Zurich. Behind every apprenticeship place lies the opportunity to accompany young people on their path into working life and simultaneously train the skilled workers of tomorrow.
As Specialist Responsible for Basic Commercial Education (Co-Leadership), you and your colleague will take responsibility for the cantonal commercial apprenticeship network. Together with our practical trainers, you ensure that motivated young people become qualified professionals – thereby strengthening the future of the largest employer in the Canton of Zurich.
How can you contribute?
- In co-leadership, you accompany around 120 commercial apprentices throughout their entire training period and actively shape their personal and professional development
- Through central HR responsibility for the apprenticeship relationship, you take the lead for the complete Apprentice Life Cycle (including recruitment of around 35 apprentices annually as well as rotation planning, support, and advice for apprentices within the network)
- Supporting existing and acquiring new training places is also part of your duties, as is checking operational prerequisites, defining standards and processes, and quality management
- You actively shape the Zurich inter-company course office on behalf of the public administration sector. You organise and coordinate the inter-company courses and the qualification procedure and also contribute your expertise as a speaker in the courses
- Whether apprentices, practical trainers, or parents – you support, coach, and accompany people even in challenging situations with empathy, clarity, and solution orientation
- You work closely with vocational schools, authorities, professional associations, and internal stakeholders and represent commercial vocational education both within and outside the cantonal administration
- Furthermore, you organise and moderate training-related events (e.g. induction days, information events, parents’ evenings, networking events for practical trainers)
Who are you?
- This demanding cross-sectional role requires a combination of HR and leadership experience in the vocational education context
- Ideally, you have further training in HR/Leadership/Coaching or a similar field and are interested in solutions for complex issues involving young people in training
- You enjoy working both operationally and conceptually, want to engage in vocational education, and continuously develop yourself and your area of responsibility
- Your open and communicative manner makes it easy for you to build and maintain a trusting relationship with our diverse stakeholders
- Between recruitment, coaching, organisation, and quality management, you work in a structured, independent manner and never lose focus
