About the job
Head of HR - Head of the Personnel Office (a)
100% | Emmen | from 01.07.2027 or by arrangement | Home office possible
Strengthen leadership, drive digitalisation, attract and retain talent, and sharpen HR governance and standards - we have big plans. As an experienced HR leader, you report directly to the Finance Director, work closely with the Department Secretariat and the offices, and shape the HR agenda of the Canton of Lucerne - with impact across the entire administration.
Your tasks
- Six direct reports, around 100 employees, a broad field of activity: You further develop the centralised HR and set sustainable impulses with strategic initiatives in leadership & culture, talent, digitalisation and governance.
- You actively shape personnel policy and the framework conditions for the employees of the canton - a core part of your role. Together with your team, you develop the legal foundations further and accompany personnel policy matters for the government council and cantonal parliament.
- As a strategic sparring partner for the government council, department and office management, you bring your HR perspective to demanding issues. A good sense of political decision-making processes and the ability to connect strategic interests with the concrete needs of the administration are required.
- Together with the HR management, you promote an open, constructive culture of collaboration. You succeed in bringing together different interests and uniting viable solutions. In this way, you develop HR from an implementation partner to a valued strategic co-designer.
- You regularly exchange views with staff associations and political bodies and represent the canton as an employer in the Lucerne pension fund.
Your profile
- A university or university of applied sciences degree as well as further training in HR, management, leadership or a related field form the basis. What matters is a broad understanding of HR and confidence in handling HR processes - not detailed knowledge in all specialist disciplines.
- Several years of leadership experience at executive or comparable level as well as the ability to lead and specifically involve experienced specialists and managers characterise your professional background.
- With strategic shaping power and experience in complex organisations, you set priorities, develop viable solutions and effectively drive change forward. You understand digital solutions and HR data as levers to simplify processes and improve decisions; you actively promote corresponding projects.
- You move confidently in dealing with different stakeholders and have a good understanding of political decision-making processes. You bring experience with personnel or labour law issues and in exchange with social partners; knowledge of occupational pension schemes is an advantage.
- Foresight, willingness to shape and clear, binding communication distinguish you. Whether your experience comes from the public administration or the private sector is secondary - what matters is your motivation to strategically further develop the HR of a large public employer.
