Job Description
The Finance, Administration and Support Directorate combines strategic, financial, administrative, technical and political knowledge. As a support entity serving the other directorates of the General Directorate of Buildings and Heritage and its General Directorate, it encompasses various cross-functional activities.
As Financial Manager, you lead the Finance and Accounting entity of the Finance, Administration and Support Directorate and ensure its financial, accounting and budgetary management. You coordinate the accounting and financial processes and define the entity's objectives in line with the strategy of the General Directorate of Buildings and Heritage.
Responsibilities
- Supervise accounting as well as quarterly and annual closings, ensuring their compliance with the legal framework, financial procedures and the directives of the State of Vaud
- Coordinate the preparation and monitoring of the operating budget of the General Directorate of Buildings and Heritage
- Develop, enhance and evolve the internal control system (ICS) as well as internal processes and directives related to accounting and financial operations of the General Directorate of Buildings and Heritage. Advise and support the team and other internal entities in their implementation and application
- Manage business applications related to the financial information system of the General Directorate of Buildings and Heritage, contribute to their development and ensure their suitability to the structure's needs
- Supervise, support and contribute to the development of the entity's employees, ensuring their motivation
- Represent the entity with internal and external partners, maintain contacts with various financial bodies of the State of Vaud and develop a network of exchange and collaboration with them.

Qualifications
- Master's degree in business economics complemented by a federal diploma as a finance expert, or an equivalent qualification
- At least 10 years of professional experience in accounting, including at least 5 years in real estate accounting
- Proven experience in team management and project monitoring
- Excellent technical knowledge, accounting standards and VAT
- Very good skills in Excel and SAP Finance, knowledge of public finance is desirable
- Ability to foster positive exchanges, leadership, decisiveness, analytical and synthesis skills, sense of integrity and public service.
