The Vaud Hospitals Federation IT ( FHVi ) is the preferred IT partner of 12 hospitals and regional health institutions in the canton of Vaud. FHVi supports them in the many challenges of digital transformation in the healthcare sector and its main missions are to plan, design, implement and operate the IT system of its members. There are more than 120 employees serving 14,000 users, with over 8,000 workstations spread across around one hundred geographical sites and three cantons (VD, VS, FR).

Your mission
As Project Management Lead, you ensure the management of the project managers team within the Infrastructure, Operations & Support department.
You guarantee the proper execution of the department’s IT infrastructure projects, from their scoping to their production deployment and operational handover, respecting priorities, budgets, deadlines, standards and the project management methodology defined by FHVi.
An experienced manager with a solid understanding of IT infrastructure environments, you support and challenge project managers in leading complex projects notably involving networks, systems, data centres, virtualisation, cloud, telecommunications or security.
You particularly ensure risk control as well as the security, availability, reliability, performance and operability of deployed solutions in a critical hospital environment.
You act as the interface between project managers, the Department Director and the PMO, contributing to portfolio prioritisation, resource allocation and the department’s roadmap construction.
Your responsibilities
Management and development of the project managers team
- Provide hierarchical management of the Infrastructure project managers team: administrative management, annual reviews, setting individual and collective objectives and monitoring their achievement.
- Support and challenge project managers in leading complex projects and intervene in support or escalation when required.
- Develop the team’s autonomy and skills, identify training needs and support development and certification paths.
- Participate in recruitment and integration of new project managers.
- Monitor external resources: services, commitments, quality of interventions and costs.
Steering and control of infrastructure projects
- Ensure overall control of the department’s IT infrastructure projects: scope, schedule, budget, resources, risks, dependencies and deliverable quality.
- Ensure security, availability, reliability, performance, service continuity and operability requirements are met.
- Identify major deviations and risks and manage, with project managers and responsible parties, necessary corrective measures.
- Ensure good coordination of internal and external actors involved in projects.
- Guarantee controlled transition from Build to Run, especially during production deployments.
Resource allocation and workload management
- Assign project managers to projects based on priorities, required skills, complexity and availability.
- Maintain a consolidated view of the team’s workload and capacity and anticipate internal and external resource needs according to the roadmap.
- Identify risks of overload or bottlenecks and propose necessary measures.
- Resolve resource conflicts in liaison with the Department Director and PMO.
Governance, methodology and project performance
- Ensure application of the project management methodology defined by FHVi and that governance level is appropriate to project criticality and complexity.
- Ensure quality and completeness of elements necessary for management: scoping, schedule, budget, risks, dependencies, decisions, milestones and reporting.
- Organise regular reviews to assess project health, anticipate deviations and identify necessary actions.
- Harmonise practices, tools and management rituals within the team.
- Define and monitor indicators to evaluate project performance and control.
- Capitalize on feedback and evolve practices in collaboration with the PMO.
Portfolio, roadmap and coordination
- Act as interface between project managers, Department Director and PMO for project monitoring, arbitrations and escalations.
- Consolidate portfolio reporting: progress, budgets, risks, dependencies and expected decisions.
- Prepare and participate in steering committees and various governance bodies.
- Facilitate arbitrations between project teams, technical teams, operations and other stakeholders.
- Build, with the Director and team leaders, the consolidated department roadmap and contribute to its integration into FHVi’s overall roadmap.
- Contribute, with the PMO, to project request scoping and prioritisation as well as dependency management between projects.
- Participate in the preparation and monitoring of the department’s Build activities budget.
Profile sought
Education & experience
- Higher education in computer science, information systems engineering or related technical field, at HES/EPFL/university level (Bachelor or Master), or equivalent qualification.
- Additional training in management or project management is an asset.
- Recognised project management certification (HERMES, PMP, PRINCE2 or IPMA); Agile certification is an advantage.
- Minimum 8 years’ experience managing complex IT projects, including significant experience in IT infrastructure projects.
- Minimum 3 years’ experience in hierarchical management of an IT project managers team, ideally in infrastructure.
- Experience in projects covering multiple infrastructure domains: systems, networks, data centres, virtualisation, cloud, telecommunications and/or security.
- Experience gained in critical and complex environments; experience in multi-site, hospital or parapublic contexts is an asset.
Technical and professional skills
- Solid understanding of IT infrastructure architectures and environments: networks, systems, data centres, virtualisation, cloud, telecommunications and security.
- Ability to understand and challenge technical issues, choices and risks of a project and to communicate credibly with specialised teams.
- Good understanding of cybersecurity, availability, resilience, service continuity and infrastructure operability issues.
- Thorough mastery of classical, agile and hybrid project management methodologies.
- Expertise in managing complex projects: budgets, resources, risks, dependencies, priorities and coordination of multiple internal and external stakeholders.
- Ability to manage a project portfolio, consolidate workload and risk views and inform arbitrations.
- Proficiency with project and portfolio management tools.
- Good knowledge of ITIL principles and processes, especially transition to operations.
- Knowledge of public procurement (AIMP/LMP) is an asset.
