Bern
The Office of Correctional Services (AJV) of the Canton of Bern faces significant structural, technical and organisational changes in the coming years. At the same time, the demands on security, resilience, crisis preparedness and the availability of increasingly networked security-relevant systems are rising. With the new Security, Resilience and Infrastructure (SRI) division, we are creating a common professional and organisational framework to manage these issues integrally across the entire AJV.
As Head of SRI, you will play a key role in shaping the establishment of the new division and bear overall responsibility for professional, organisational and personnel management. You will combine strategic management with a strong practical focus and ensure that the competencies from Security & Safety, IT security and security systems, incident and crisis management, business continuity and risk management, as well as strategic infrastructure planning and facility management, work effectively together. At the same time, you will assume the deputy role of the Management Services & Development department head.
Your tasks
- Build and lead the SRI division professionally, organisationally and in terms of personnel, prioritise its tasks and coordinate the associated specialist areas.
- Manage the integral development of security, resilience and infrastructure within the AJV and establish common standards, methods and processes.
- Advise and support the management, directorates and other leaders of the AJV on complex security, technical, resilience and infrastructure issues.
- Link central professional leadership with the decentralised operational responsibility of the correctional facilities and ensure effective collaboration with local specialists.
- Assess strategic and security-critical projects, prioritise their handling based on risk, and ensure the necessary review, decision-making and approval processes.
- Coordinate cooperation with cantonal partner offices, especially the Office for Property and Buildings and the cantonal IT department, as well as with specialist planners, suppliers and other external partners.
- Represent the division vis-à-vis management, organisational units and external partners and ensure target-group-appropriate reporting.
Your profile
You bring in-depth knowledge of facility management, strategic infrastructure planning and/or user and operator representation in demanding construction and infrastructure projects. Additionally, you have an affinity for IT matters. You understand the interrelations between operational processes, building technology, security, maintainability, availability, emergency operation, as well as lifecycle and follow-up costs, and can effectively incorporate these requirements into planning and construction processes. Furthermore, you bring the following skills and experience:
- Tertiary qualification in a field relevant to the role, such as engineering, computer science, security technology, facility management, real estate management, business administration or a comparable discipline.
- Several years of leadership and professional experience in a technically, infrastructurally or security-demanding environment.
- Proven expertise in facility management and infrastructure.
- Strong understanding of the interrelations between security, IT, technology, infrastructure, operations, risks and organisational resilience.
- Experience in managing complex projects, processes or specialist organisations as well as dealing with various internal and external stakeholders.
- Excellent strategic and conceptual skills combined with a pragmatic and implementation-oriented working style.
- Leadership personality with strong communication and advisory skills, decisiveness, assertiveness and the ability to bring different disciplines together towards a common goal.
- Ability to structure complex issues, set priorities based on risk and prepare decisions appropriately for leadership bodies.
- Interest in the special tasks and framework conditions of correctional services; experience in public administration or a security-critical organisation is an advantage.
We offer you
A challenging leadership and design role with a wide scope for impact in an exceptional environment. You will have the opportunity to build a newly aligned division and significantly shape the future development of security, resilience, security technology and infrastructure of correctional services in the Canton of Bern.
