Population Office
To strengthen our leadership teams, we are filling two central key positions: one in the Civil Registry Office and one in the Population Registration Office. For this, we are looking for two committed and proactive individuals by arrangement. The competence centres of the Population Office consolidate expertise, quality, learning, process development, and innovation. They are to further develop even more strongly into development centres in the future and thus decisively shape the digital and organisational future of the Civil Registry and Population Registration Offices.
Tasks
- You lead and develop the competence centre as well as the deputy management. In doing so, you combine strategic orientation with professional implementation and position the competence centre as a central hub for professional development, innovation, quality, and knowledge. You lead laterally, mediate confidently between different interests and priorities, and create clarity and orientation in professional and strategic areas of tension.
- You initiate, prioritise, and manage innovation and improvement processes, systematically drive process optimisations forward, and professionally accompany digitalisation and automation within the framework of strategic projects of the respective department and the Population Office. You also independently recognise development potential in functioning processes and initiate necessary changes.
- You further develop quality standards and suitable control instruments, analyse quality deviations and professional risks, and derive measurable improvement measures from them. You regularly review the effectiveness of quality assurance and develop it purposefully.
- You further develop learning and knowledge management and ensure that relevant expertise is sustainably secured, shared, and applied within the organisation.
- You lead the professional specialists of the respective department laterally, set professional priorities, clearly assign responsibilities, and enable the specialists to independently advance complex projects and issues.
- You manage the development portfolio of the competence centre, lead strategic and professional projects, advise the office management, and represent your department in relevant committees as well as towards internal and external stakeholders.
- You ensure professional and legal compliance and are jointly responsible with the professional management for the development and further development of professional directives, statements, and guidelines and the correct application of legislation.
Profile
- You have correspondingly high professional competencies and a degree at the HF, FH, or university level – preferably related to organisational and process development, innovation, quality management, digitalisation, or transformation.
- You have solid experience in the conception and implementation of complex projects, in the development of knowledge management, and in dealing with compliance issues.
- You think strategically and systemically, quickly recognise connections and dependencies, and convince through conceptual strength, clear prioritisation, decisiveness, and a pronounced implementation orientation.
- You understand how to bring together different expertise and also to win over, empower, and align people without direct leadership responsibility towards common goals. You communicate appropriately for the audience, build sustainable networks, and create acceptance for changes.
- You are curious, think ahead, recognise development potential, and question the status quo with the aim of creating improvements. You take responsibility, provide orientation, and combine strategic thinking with pragmatic implementation strength.
- For the position in the Civil Registry Office, you have the federal professional certificate in civil status matters or are willing to obtain it. For the position in the Population Registration Office, corresponding expertise is advantageous.

Their needs are paramount in our organisation, which includes the Civil Registry Office, the Population Registration Office, the Funeral and Cemetery Office, and the staff units: for weddings, certifications, relocations, address changes, funerals, and much more. The Civil Registry Office, with around 50 employees, accompanies people in defining life moments. We certify civil status events, advise our customers, conduct weddings, and continuously develop our services.
The Population Registration Office supports the population in their mobility. Around 110 employees provide committed public service daily at various locations, at the counter, in the central back office, and in the call centre for an international clientele.
