About the job
Actively contribute to the transformation of the municipal administration!
The Population and Digital Service supports the evolution of the municipal administration to address the challenges of digitalisation, cross-functionality, and quality of public service. It works for the benefit of the population as well as the staff, in close collaboration with the City services and numerous external partners.
In this context, the Innovation Support Unit plays a key role: it supports services in their transformation projects, evolves internal practices, and contributes to the development of a shared project culture. To strengthen this unit, we are looking for a project manager capable of leading complex projects, supporting change, and bridging the gap between strategic vision and operational implementation.
Project Manager – Public Transformation and Innovation at 80% - 100% 2-Year Mission (renewable)

- Design, structure, and lead organisational and digital transformation programmes and projects
- Support City services in their digitalisation efforts and evolution of practices
- Actively contribute to the development of a pragmatic and shared project culture within the administration
- Develop and maintain a network of partners (universities of applied sciences, other public administrations, specialised actors)
- Stimulate innovation and cross-functional cooperation within the City
Your profile:
- University of Applied Sciences or university degree in public management, management, economics, or an equivalent field
- Minimum 5 years of experience in managing projects related to organisational transformations, including at least 3 years in digitalisation projects (public or private sector)
- Good command of project management frameworks (PMP, HERMES, Prince2, Agile), with the ability to adapt them to the context
- Proven skills in business analysis, communication, change management, and strategic vision
- Comfortable in complex, transversal, and collaborative environments
- Excellent command of French; knowledge of German and English appreciated
What we offer:
- A high-impact position at the heart of concrete projects that improve the functioning of the administration and service to the population
- A collaborative working environment within a recently created and pioneering service in its organisation
- A wide variety of interactions and topics, within a multidisciplinary team
- Attractive working conditions promoting balance and autonomy: teleworking, flexible hours
- A professional framework based on the values of public interest, ethics, and cooperation
