The Department of Security and Justice (SJD) is the centre of expertise for public security in the canton of St. Gallen. It employs around 2000 staff who work in six different offices as well as in the General Secretariat. The General Secretariat is the hub for leadership support of the department management and provides central services for the entire department, especially in the areas of personnel, law, finance, IT, and real estate.
The HR Management SJD supports managers and employees in all personnel-related matters and ensures the implementation of all HR processes in close cooperation with the cantonal personnel office.

What to expect
In the Department of Security and Justice, we strengthen HR support for the cantonal police, the public prosecutor's office, and the offices for penal enforcement as well as military and civil protection. As an HR Business Partner, you will take on responsibility together with other colleagues for at least one of these areas and work closely with managers, employees, and the cantonal personnel office. Your tasks in detail
- You advise and support managers and employees in all topics along the HR lifecycle
- You design and accompany recruitment processes as well as the onboarding and offboarding phases of employees
- You support managers in the qualification, development, and promotion of their employees
- You plan and conduct workshops, training sessions, and information events on HR-relevant topics
- You accompany organisational and change processes and support sustainable development of the organisation
- You ensure the correct application of personnel law as well as HR instruments and processes
- You analyse HR key figures, derive recommendations for action, and actively contribute to HR projects as well as the further development of processes and instruments
What distinguishes you
- You have a higher education in HR, business administration, or social sciences as well as ideally further training in the HR field, for example the federal HR specialist certificate
- You bring professional experience in personnel management or a comparable HR function
- You advise managers competently and meet different stakeholders at eye level
- You communicate clearly, confidently, and appropriately for the target audience and have a good sense for conflict resolution
- You think strategically and networked, act solution-oriented, and keep an overview even in complex situations
- You convince through initiative, commitment, and assertiveness and actively shape changes
- You work in a structured, independent manner and are characterised by a high organisational ability
