About the job
The Justitia 4.0 project is working on the digitalisation of the Swiss judiciary. The project team currently consists of around 50 people, supported by external staff and partner companies. We develop two software solutions for the judicial authorities (the justitia.swiss platform for electronic legal communication and file inspection, as well as the Justice File Application (JAA) for processing and managing digital files) and support the judicial authorities in the digital transformation. The project team has grown significantly in recent months and will continue to develop further. In the coming months, the project will be transferred into an operational organisation, a public-law corporation.
In our team and in collaboration with our stakeholders, various work cultures and fields (IT, change management, communication, law, public sector) come together, which is why trust, transparency, collegiality, a solution-oriented error culture, and a respectful and appreciative interaction with each other are essential to us.
For the operation of the JAA on the shared PaaS platform and for the continuous further development of the application, we are looking for an experienced
Senior Application Manager 80 - 100%
Your tasks:
- Operation of the JAA: You are responsible for the stable operation of the JAA application including SLA monitoring, monitoring, logging, and reporting.
- Contact person and capacity management: You manage the collaboration with our PaaS supplier, conduct regular meetings, monitor agreed services, follow up on defects, and are responsible for escalation. You are particularly responsible for capacity management with the supplier and ensure that the JAA application has the required capacities.
- Controlling: You support and coordinate contract and controlling tasks for the operation in close coordination with the finance department.
- Release management and deployment: You are responsible for defining, formalising, and technically implementing the agile release process (including deployment, rollback, change coordination) and ensure operational release readiness; you coordinate the release approval (Go/No-Go) together with product management, which determines the content scope and timing of the releases. You support backlog maintenance and sprint planning from an operational and technical perspective.
- Operational processes: You are responsible for designing and optimising operational processes such as incident and problem management, change and release management (technical part).
- Testing: Together with test management, you ensure that errors can be detected and corrected as early as possible through the implementation of a comprehensive test concept. You are significantly involved in steering automated testing.
- Security and ISDS: You support compliance with security and data protection requirements (especially DSG/DSGVO, ZertES) during audits and participate in the creation and improvement of emergency plans.
Your profile:
- Education: You have completed training in computer science (e.g. HF, FH or IT specialist EFZ with further training in one or more of the mentioned areas).
- Experience: You have proven several years of practical experience in operating complex IT applications, ideally "cloud native" with Kubernetes / Docker, as well as ArgoCD, Helm and GitLab.
- Methodology: You bring experience with agile methods (e.g. Scrum) as well as Hermes-based project approaches, with a pragmatic and goal-oriented application.
- Solution orientation: You possess a strong solution orientation and have high implementation strength in a dynamic environment.
- Willingness to learn: You bring willingness and motivation to familiarise yourself with new technologies and regulatory topics (e.g. data protection, electronic signatures, among others).
- Calmness and goal orientation: Your seniority allows you to remain calm even in hectic moments and not lose sight of the long-term goal.
- Working style: You maintain a structured and responsible working style.
- Language skills: You have very good German or French skills in spoken and written form, a good understanding of the other national language, and good English skills (technical and communicative).
- Experience in the judicial environment: Experience in the judicial environment is an advantage but not a requirement.
What you can look forward to:
- You have creative freedom, meaningful work, and see the direct benefit of your work.
- You benefit from a flexible working model (home office possible), so you can mostly organise your time according to your needs.
- Keeping knowledge up to date is important to us, so further training is supported.
- We pay our employees fairly and in line with the market, following the regulations of the Canton of Bern.
- You can look forward to at least 25 days of holiday, the number of days depends on your age.
