About the job
The Justitia 4.0 project is working towards the digitisation of the Swiss justice system. The project team currently consists of around fifty people, supported by external collaborators and partner companies. We develop two software solutions for judicial authorities (the justitia.swiss platform for electronic communication in the judicial field and case consultation, as well as the judicial case application (ADJ) for processing and managing digital files) and support judicial authorities in their digital transition. The project team has grown significantly in recent months and will continue to evolve. In the coming months, the project will be transferred to an operational organisation, a public law corporation.
Within our team and in our collaboration with our stakeholders, different cultures and professional fields (IT, change management, communication, law, public sector) come together. That is why trust, transparency, collegiality, a solution-oriented error culture, as well as relationships based on esteem and respect, are essential to us.
For the operation of the ADJ on the common PaaS platform and for the continuous development of the application, we are looking for an experienced Application Manager.
Senior Application Manager 80 - 100 %
Here are your tasks:
- Operation of the ADJ: you are responsible for the stability of the ADJ application operation, including SLA monitoring, logging, and reporting.
- Contact person and capacity management: you manage collaboration with our PaaS provider, lead regular meetings, monitor agreed services, follow up on defects, and handle escalations. You are particularly responsible for capacity management with the provider and ensure that the ADJ application has the necessary capacities.
- Controlling: you support and coordinate contractual and controlling tasks related to operation, in close collaboration with the Finance department.
- Release and deployment management: you are responsible for defining, formalising, and technically implementing the agile release process (including deployment, rollback, and change coordination) and ensure operational readiness of releases. You coordinate release validation (Go/No-Go) with Product Management, which defines their content and schedule. You also contribute to backlog management and sprint planning from an operational and technical perspective.
- Operational processes: you are responsible for designing and optimising operational processes such as Incident and Problem Management as well as Change and Release Management (technical aspect).
- Testing: in collaboration with Test Management, you ensure through the implementation of a detailed test concept that errors can be detected and corrected as early as possible. You play a key role in managing automated tests.
- Security and ISDS: you contribute to compliance with security and data protection requirements (including LPD/GDPR, SCSE), participate in audits, and help develop and improve emergency concepts.
What you bring:
- Education: you have completed training in computer science (e.g. ES, HES or CFC in IT with corresponding further training in one or more of the mentioned fields).
- Experience: you can demonstrate several years of practical experience in operating complex IT applications, ideally "cloud native" with Kubernetes / Docker, as well as with ArgoCD, Helm and GitLab.
- Methodology: you have experience with agile methods (e.g. Scrum) as well as project approaches based on HERMES, which you apply pragmatically and goal-oriented.
- Solution orientation: you possess a strong solution focus and a high implementation capability in a dynamic environment.
- Openness to innovation: you are willing and motivated to familiarise yourself with new technologies and regulatory topics (e.g. data protection, electronic signatures, etc.).
- Calmness and goal orientation: your level of seniority allows you to remain calm even in intense moments and keep the long-term goal in sight.
- Working method: you work in a structured and autonomous manner.
- Language skills: you have very good oral and written knowledge of German or French, a good understanding of the other national language, and good knowledge of English (technical and communication).
- Experience in the judicial field: experience in the judicial field is an advantage but not a requirement.
What awaits you with us:
- You enjoy great freedom in design, perform meaningful work, and see the direct benefit of your work.
- You benefit from a flexible working model (remote work possible), allowing you to organise your work week according to your needs. This position is offered at an activity rate of 80% to 100%.
- It is important for us to keep knowledge up to date, which is why we encourage continuing education.
- We pay our collaborators fairly and in line with the market, according to the regulations of the canton of Bern.
- You receive at least 25 days of holiday; the number depends on your age.
