The IT and Telecommunications Service (SITel) ensures the availability, security and development of the information systems and digital infrastructures of the State of Fribourg.
Within the Applications section, the Justice and Security (JS) sector supports the digital transformation of entities working in the fields of public security, justice and the execution of sovereign tasks.

We are looking for a Justice and Security Domain Architect responsible for ensuring architectural governance, evolution, coherence and performance of the Justice and Security domain information system.
Unlike a solution architect, whose role is to design the architecture of a particular solution or project, the domain architect acts as the representative of enterprise architecture within their domain. They define the evolution path of the information system, ensure its alignment with the State’s digital strategy, manage its urbanisation and ensure the application of architectural, technological and methodological standards of the organisation.
In this context, they serve as the local relay of enterprise architecture and represent the architectural authority of the Justice and Security domain to business beneficiaries, projects and technical teams.

Your responsibilities
Domain governance and architecture
- Define and maintain the architectural vision of the Justice and Security domain in coherence with the State’s target architecture
- Manage the urbanisation of the domain’s information systems and promote their rationalisation
- Govern the domain architecture according to TOGAF principles and institutional standards
- Develop and maintain the application, information and technical mapping of the domain
- Contribute to the cantonal digital strategy and translate its orientations into concrete evolution paths for the domain
Domain architecture referent
- Be the reference interlocutor for all architecture-related questions linked to programmes, projects, missions and operational activities of the domain
- Advise business managers, project leaders, product managers and technical teams on structural choices
- Issue necessary architectural opinions within governance processes and HERMES Metro milestones
- Represent enterprise architecture interests within the domain and ensure alignment of initiatives with defined standards
Alignment and compliance
- Ensure the application of the State’s technical, technological and architectural standards
- Evaluate the relevance, coherence and impacts of information system evolutions
- Identify gaps to the target architecture, propose remediation measures and monitor their implementation
- Monitor architectural exemptions and contribute to compliance checks
- Participate in the activities of the Architecture and Technology Committee (CAT) and the architects’ community
Transformation support
- Contribute to the modernisation of the domain’s applications and platforms
- Support the adoption of cloud architectures, transversal digital services and new technologies
- Participate in the lifecycle management of solutions and control of technical and application debt
- Formulate strategic recommendations to improve the quality, security, interoperability and resilience of the information system
- In specific cases, be able to define transitional architectures before reaching the target architecture. The most used base models are available on MonSITel
Education
- Higher education in computer science (University of Applied Sciences, university, ETH, ES) or equivalent training
- TOGAF certification or significant experience in enterprise architecture frameworks is an advantage
Experience
- Minimum 7 years of experience in information systems architecture, including several years in a transversal or enterprise architecture role
- Proven experience in urbanisation and evolution of complex application portfolios
- Experience in digital transformation environments with a high diversity of stakeholders
- Knowledge of Justice, Public Security, Police, Judicial Authorities or public administration domains is an asset
Technical skills
- Mastery of enterprise architecture, application architecture and integration principles
- Knowledge of service-oriented approaches, APIs, microservices, events and integration platforms
- Proficiency in modelling methods (UML, BPMN, C4 Model or equivalent)
- Good understanding of cloud architectures, particularly Microsoft Azure and Microsoft 365
- Knowledge of HERMES, ITIL frameworks and Agile practices

Languages
