The Office for Information Technology (AFI) is the IT competence centre of the Canton of Zurich.
It provides comprehensive services in the area of central IT infrastructure and canton-wide applications for directorates, authorities, the judiciary and independent institutions. Commissioned with the implementation of the new Information and Communication Technology (ICT) strategy, the AFI accompanies the canton into the digital world.

At AFI you take on a central role at the interface of law, IT and public mandate. You lead a team of 6 people, ensure legal clarity and manage procurement in a dynamic environment.
Your tasks:
- Professional and personnel management as well as further development of an interdisciplinary team of lawyers and procurement specialists (around 6–8 employees)
- Responsibility for comprehensive legal advice to internal stakeholders in administrative law, data protection and information security law, public procurement/tender law as well as IT contract law – together with your team
- Further development of procurement management and establishment of professional supplier management; ensuring efficient and compliant procurement (hardware, software, services)
- Legal support of IT and digitalisation projects in the Canton of Zurich as well as support in political matters of the AFI
- Close cooperation with the management of the AFI and the General Secretariat, representation of the AFI towards committees and authorities as well as co-responsibility for legal governance in the digital transformation
- Development and implementation of guidelines, standards and processes for the topics Legal & Procurement
Your profile:
- Completed university degree in law (Master / lic. iur.)
- Several years of proven leadership experience in managing specialist teams – ideally in the public sector or in a highly regulated environment
- Many years of professional experience in the relevant legal fields as well as sound knowledge in public procurement/tender law, contract law, data protection and administrative law
- Strong strategic and networked thinking; you recognise connections, think ahead and act solution-oriented
- High analytical skills and a confident sense for legal, technological and political dynamics
- Change competence and enthusiasm for innovation; you bring in new impulses and actively shape processes
- Strong communication skills, negotiation skills and a confident manner towards internal and external stakeholders
- Fluent oral and written expression in German (business fluent)
